La Commission a conclu que le \"producteur\" plut\u00f4t que \"la maison\" \u00e9tait l'employeur des machinistes d\u00e9p\u00each\u00e9s par la salle d'embauche du syndicat et qu'aux fins du \"d\u00e9compte\" dans cette industrie, l'effectif est celui qui existe \u00e0 la date de la demande.
