La section locale a soutenu que la convention collective ne donnait pas \u00e0 l'employeur le droit de choisir ou d'opposer son veto aux personnes que la section locale pouvait envoyer \u00e0 un poste, ni ne lui permettait d'exiger la solution de dotation la moins ch\u00e8re.  L'arbitre a jug\u00e9 que les employ\u00e9s permanents n'avaient pas droit \u00e0 un nombre particulier d'heures ou d'affectations au-del\u00e0 de leur garantie salariale de base, que l'employeur avait le droit de d\u00e9terminer l'horaire de travail de ses employ\u00e9s permanents et qu'il pouvait exiger de la section locale qu'elle fournisse des membres comp\u00e9tents pour les p\u00e9riodes o\u00f9 les employ\u00e9s permanents n'avaient pas d'horaire.
