Plainte de devoir de repr\u00e9sentation \u00e9quitable d\u00e9pos\u00e9e par le titulaire (Buckley) all\u00e9guant que les exigences d'adh\u00e9sion et le syst\u00e8me de r\u00e9partition de la section locale \u00e9taient in\u00e9quitables et discriminatoires.  La Commission a rejet\u00e9 la plainte de Buckley comme \u00e9tant sans fondement.  Les personnes qui attendent d'\u00eatre r\u00e9parties en vertu d'une disposition syndicale relative aux bureaux de recrutement dans une convention collective ne sont pas des employ\u00e9s aux fins du devoir de repr\u00e9sentation juste.  Le r\u00f4le du Conseil n'est pas de superviser les affaires internes des syndicats, sauf si les actions d'un syndicat qui repr\u00e9sente un membre aupr\u00e8s d'un employeur violent le Code.  Un syndicat est responsable de ses propres r\u00e8gles, y compris de la mani\u00e8re dont les individus deviennent membres.
