Sur le fond, la section locale a all\u00e9gu\u00e9 que l'employeur avait r\u00e9affect\u00e9 un membre (Pilutik) \u00e0 un poste comportant moins d'heures, \u00e0 titre de mesure disciplinaire, sans motif juste et raisonnable.  L'employeur a soutenu que la section locale ne pouvait faire avancer le grief parce qu'une entente avait \u00e9t\u00e9 conclue pour fournir des arrangements de travail alternatifs au membre.  Pour ce qui est de la question pr\u00e9liminaire, la Commission a exerc\u00e9 son pouvoir discr\u00e9tionnaire de lever les d\u00e9lais de d\u00e9p\u00f4t et de renvoi du grief \u00e0 l'arbitrage.
