Arbitrator Ready was appointed to make inquires and recommendations to the parties to address the recommendations concerning seniority dispatch made in the Tysoe Report. Following the Tysoe Report, the parties met and were able to resolve the issues surrounding the implementation of all of the recommendations of the Tysoe Report, except the recommendation to abolish seniority dispatch. Local 891 reached a sidetable agreement with the producers which allowed for limiting bumping rights but resiled from this agreement when it became clear that an agreement would not be reached with the Teamsters local 155. The producers argued that the act of Local 891 resiling from the sidetable agreement constituted bad faith bargaining. The arbitrator held that local 891 was bound by the sidetable agreement and that the Teamsters 155 local should be subject to a two-group system; i.e., seniority would apply as between two groups (one containing members with at least ten years experience and the other contains members with less than 10 years experience), but seniority would not apply within these groups.
