The award dated December 7, 2016 concerns an interest arbitration between the City of Ottawa (the “City”) and the International Alliance Of Theatrical Stage Employees, Moving Picture Technicians, Artists And Allied Crafts Of United States, Its Territories And Canada, Local 471. The parties resolved several outstanding issues through mediation. In its decision, the Board of Arbitration, chaired by Russell Goodfellow, (the “Board”) set out the terms renewal collective agreement effective from January 1, 2012 until December 31, 2018 regarding which the parties had been unable to reach an agreement. The Board ordered the retroactive wage increases in the same percentages as in the agreements between the City and CUPE, Local 503, in the following amounts:
- 1.91% on January 1, 2012,
- 1.91% on January 1, 2013,
- 1.93% on January 1, 2014,
- 1.75% on January 1, 2015,
- 0.25% on May 19, 2015,
- 1.92% on January 1, 2016,
- 1.92% on January 1, 2017, and
- 1.95% on January 1, 2018.
Further, RRSP contributions were increased from 5% to 6% annually effective the date of the award. Two full-time employees in the “Production Coordinators II” classification working at Shenkman and Centrepoint were awarded a lump-sum payment of $1,500 and four part-time employees in the “Production Coordinators I” classification were each awarded a lump-sum payment of $750.
