With the amalgamation of the City of Ottawa, Local 471 and various unions applied for
bargaining rights under the Public Sector Labour Relations Transition Act, 1997. The decision incorporated an agreement between the City and Local 471 declaring the local to be the bargaining agent of the City’s stage employees and requiring the use of the local’s members for additional staff requirements of commercial users.
