Application for certification.  The Board found the “producer” rather than “the house” to be the employer of the stagehands dispatched from the union’s hiring hall and that for purposes of “the count” in this industry, the employee complement is that which exists on the application date.  As there were no employees of employer at work in the bargaining unit at the time the application was made, the certification application was dismissed.
