First of four decisions. Application to decertify the bargaining unit containing both front of house and technical employees. The local argued that only the front of house employees should be decertified, either because they were a separate bargaining unit or because a partial decertification was appropriate given the differences between the front of house and technical employees. There was also a dispute regarding the eligibility of a certain employee who was said to perform managerial functions. The Board found that there was one bargaining unit and that it did not have jurisdiction to grant a partial decertification. The Board appointed a Special Investigating Officer to determine the matter informally before a vote would take place on the decertification.
