The Teamsters applied for a declaration that local 669 and local 891, Phoenix and International Stage Lines did not have an interest in the proceedings before the arbitrator but rather that the grievances were jurisdictional in nature and should therefore be determined by the Umpire under the Jurisdiction Resolution Plan. The Board declined to grant a declaration and referred the matter back to the arbitrator for a determination of the proper forum for the case (i.e., grievance arbitration or before an Umpire under the JRP).
