Further to BCLRB No. B179/2008 following a section 41 review of the BC film industry, Associate Chair Michael Fleming met with the parties and made directions regarding the existing dispute resolution and consultation processes, and how they might be improved, namely to explore:

    1. the utility of an industry ombudsperson whose role could include assisting in the resolution of issues that may be recurring or have a potential broader impact on the industry and could attempt to resolve issues before they have a wider impact on the industry;
    2. the concept of an annual industry meeting (i.e., forum) to discuss broader labour relations issues with some sort of follow-up mechanism;
    3. how to make the consultation meetings between producers and individual unions more production and positive for both sides;
    4. developing a protocol regarding the nature of matters to be discussed and how the consultative meetings should function, utility of publishing names of committee members, use of bulletins to circulate information about committee discussions, , the manner in which issues are put forward for discussion, training for members, etc.
    5. the concept of a Quebec-style industry training committee;

Additionally, despite objections from the AMPTP and the CMPA, Associate Chair Fleming decided to allow the Film Council’s request to have up to three observers attend future meetings of the Working Committee.
